Forensic Audit Report Exposes Additional Corruption by Former Supervisor Do, Confirms Compliance by Others
(Santa Ana, CA) – Supervisor Wagner is gratified to see that Phase 1 of the independent external forensic audit of Andrew Do's contracts demonstrated that his own office properly had transparently disclosed and accounted for all of the discretionary funds entrusted to him. The residents of District Three were well served by the handling of tax dollars made available to Supervisor Wagner during the COVID crisis and at other times.
“The handling of District Three contracts by my staff and me,” said Wagner, “stands in stark contrast to how Supervisor Do did business. Our auditors, Weaver and Tidwell, LLP, reviewed 145 contracts totaling more than $486 million related to the ex-Supervisor. Sadly, they found more misconduct, this time related to the Arts Relief Program and the Tet and Moon Festival. I hope the county is able to recover every dollar misspent by Do.”
Wagner continued, “Since the discovery of Andrew Do’s crimes, the county has updated its Code of Ethics and Contract Policy Manual and made other adjustments to ensure greater oversight of the contract procurement process, closer tracking of the disclosure we have practiced all along.
“The initial findings of this investigation have shown that former Supervisor Do’s corruption goes beyond that for which he is now serving federal prison time. I am deeply disturbed by these findings and hope that the ongoing audit process uncovers any and all other criminal conduct. From Day One of my time on the Board, I have been transparent and meticulous about all contracts my office enters, ensuring the public is aware of what their tax money supports. It is imperative that this audit is completed thoroughly to determine whether any more tax dollars have been stolen.”
